takes pride in presenting the MEDAL OF HONOR to
CITATION:
For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty in battle during engagements of Vera Cruz, 21 and 22 April 1914. Surgeon Elliott was eminent and conspicuous in the efficient establishment and operation of the base hospital, and in his cool judgment and courage in supervising the first-aid stations on the firing line and removing the wounded. Surgeon Elliott's determining and persevering actions, courageous spirit, and selfless devotion to duty were in keeping with the highest traditions of the United States Naval Service.
