For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty on 21 July 1905. While serving on board the USS BENNINGTON at the time of the explosion of a boiler of that vessel at San Diego, California, Hospital Steward Shacklette displayed extraordinary heroism. By his courage, daring initiative, and unwavering devotion to duty in the face of extreme personal danger, Hospital Steward Shacklette sustained and enhanced the finest traditions of the United States Naval Service.
